Here is a draft of a resolution:

Resolution to Select All National Delegates Based on
Presidential Primary Results

Whereas, it is a Democratic Party principle that each Democratic voter’s vote should have equal weight;

And the presidential selection caucus system makes some Democratic voters’ votes more important than others;

Whereas, it is a Democratic Party principle that all Democrats should have easy access to the ballot;

And the presidential caucus is unavailable to many Democratic voters because of the weekday evening hour when they work, have small children, are disabled, are homebound, in the military or out of county;

Whereas, Democratic voters are allowed to cast their primary vote over several weeks of early voting to accommodate varied working and travel schedules as well as the needs of those over the age of 65 and the disabled;

And the caucus vote is at only one hour on one day;

Therefore, be it resolved that the Democrats of precinct ___ in the ____Senatorial District call on the Democratic Party to institute true democracy in the presidential primary process by abolishing the hybrid allocation of presidential delegates by primary and caucus results and instituting a delegate selection process based solely on the presidential primary results.

Passed by the caucus in Precinct ____Senate District _____ on March 2, 2010.

The first step is to take a resolution to your precinct convention and try to get it passed there. Then, at the senatorial district convention, you will need to get a majority of the Resolutions Committee to vote for it in order to get it voted on by the whole senatorial district convention.

At the state convention, there are two ways it could get to the floor for a vote. Resolutions having to do with Party rules, go to the Rules Committee, so if the rules committee approves it, then it will be part of the proposed rule changes that go to the floor for approval. It can also reach the floor through a minority report of the Rules Committee. It requires I think 20 percent of the Rules Committee to vote for a minority report.

We can also get it to the floor for a vote by getting 30 percent of the total number of delegates to sign a petition for it, like we did in 2008 before it got tabled.
